Norwayne CLT

Mission

The Norwayne Historic District Community Land Trust (CLT) provides permanently affordable, high-quality housing in Historic Norwayne (Westland, MI) through non-extractive ownership, community stewardship, and long-term neighborhood stabilization. Our purpose is to remove homes from speculative markets, preserve affordability across generations, and create a foundation for community-based economic and environmental renewal.

Why Historic Norwayne?

Historic Norwayne is a culturally rich, historically significant neighborhood facing housing instability, aging infrastructure, rising energy costs, and limited access to healthy food. Its compact layout, strong identity, and existing housing stock make it an ideal site for equitable, community-centered redevelopment.

Phase I (2025–2026): Pilot Home

Our first milestone is the acquisition and rehabilitation of a single home. This “Pilot House” will demonstrate:

  • Permanently affordable rent (target: 65% of HUD Fair Market Rent)
  • High-quality, durable rehabilitation
  • Predictable pricing and housing stability
  • Revenue recirculated into a Community Wealth Fund

Long-Term Vision (10-Year Horizon)

  • Acquisition of additional homes
  • Creation of a Community Wealth Fund
  • Weatherization and energy-efficiency upgrades
  • A neighborhood micro-grid pilot
  • Food sovereignty initiatives (garden + cooperative grocery)
  • Workforce development tied to CLT operations

Governance

The CLT will be governed by a board including local residents, housing and land-use professionals, community representatives, and nonprofit leadership. This structure ensures transparency, accountability, and local voice.
